demands on the attention of the Captain, Deputy & Assistant Superintendents: that apart from the Superintendenta no supervision of any kind over the Accountant was provided in the Department: that the accounts were of a very complicated nature involving inter alia the transmission of vouchers and money to distant outstations and so rendering difficult surprise cheeks of payments and cash in hand and finally that the selection of Chan Pui for a post of such pecuniary opportunities was hardly happy.
